Victor Lecha, Vice President

Victor Lecha is a Vice President at UISOL. He is a recognized industry expert in the Systems Integration Quality Assurance & Configuration and Release Management processes. He has over twenty years of experience in different levels of management and as a hands-on expert in the computer and software industry and utility industry.

Victor has been focused on systems integration implementations in the utility industry since he joined UISOL in 2003. He has been leading the quality assurance efforts at various UISOL customer sites. He is currently engaged in a major systems integration effort at the California ISO in support of CAISO Market Redesign & Technology Upgrade (MRTU) project.

Most recently Victor completed a major engagement at the Western Area Power Administration (WAPA): the Post-2004 Power Marketing project. The project involved deployment and integration of numerous information systems including an EAI platform to enable WAPA to perform its own power scheduling. Victor was responsible for the design of the complete testing strategy, overall test coordination, test scheduling, test case design, and performing the actual testing of this large-scale enterprise integration project. Victor also had overall responsibility for configuration management and change control.

In 2003 Victor was engaged in a major systems integration effort at Pacific Gas and Electric company aimed at improving integration of a number of operations support (e.g, outage management system, mobile dispatch, SCADA, Distribution Planning Applications) and enterprise systems (CIS, CRM) to improve PG&E’s outage management. The scope of the integration included use of four middleware products including SeeBeyond, Talarian, Mercator, and IBM WebSphere MQ. Victor was responsible for developing integration test strategy, post-integration end-to-end functional test plans, and performing part of the testing himself. He had complete responsibility for managing the QA and release of a portal application that provided a integrated desktop to the Distribution Operators.

Earlier in his carrier Victor has held different Management, Quality Assurance, and Engineering positions at WebMethods, SGI, Sun Micro Systems, UNISYS, and Motorola.

Victor began his career as a hardware engineer and also working with software and automation of test programs, later progressing through management and quality assurance. Prior to UISOL he has successfully build and lead Engineering teams from scratch in different startup companies, including Reactrix where he was the Vice President of Engineering and before that he was the Director of Quality Assurance at WebMethods.

He holds a BSEE from San Francisco State University and Graduate studies in MS Computer Science from National University.
