Chi Fung Lee, Vice President

Chi Fung Lee is a Vice President at UISOL. He has over seventeen years of IT experience including architecture design, software development, system integration, project management, database modeling, design, and administration. Fourteen years of this experience focused on Enterprise Application Integration (EAI), working for integration venders (TIBCO, BEA, LockHeed Martin), utilities (Dynegy, Reliant, Sempra Energy Trading, NYISO, ERCOT), retail and banking industries, as well as government agencies (MNDOC, TXDOT, NASA). Chi has a proven track record in architecting, developing and leading development of large-scale mission critical distributed real time systems with high availability, scalability and maintainability. At UISOL, Chi is helping utility clients with their integration strategies and delivering effective solutions with industrial best practices utilizing SOA, ESB, MOM and XML technology as well as RUP, Agile and XP methodology.

Prior to UISOL, he was an independent EAI architect consultant. He was engaged in architecting and developing SOA, XML and J2EE based solutions for the NYISO and Sempra Energy Trading in NY. In NYISO, he defined NYISO integration standard, best practice and provided in-house TIBCO training. He architected and led the development of real time monitoring and auditing system using TIBCO Portal Builder, BusinessWork, SDK Adapters, Oracle XDB, RV Applet, and Hawk. He also designed and developed various TIBCO SDK adapters including EJB adapter for Weblogic, PI Adapter for OSI PI System with JNI and C++API. In Sempra Energy trading, Chi supported the CTO to drive and articulate EAI approach to business and IT. He also architected and developed real time solutions for Risk Management utilizing TIBCO BusinessWork, JMS, Hawk, JMX Adapter and Axis2. He also designed and developed real time Excel RTD Adapter, SDK Oracle AQ adapter with TIBCO Adapter SDK.

Prior to independent consulting, he held the principal EAI architect position for Asia pacific region at BEA software in Hong Kong. He provided technical leadership including architect design, problem resolution, performance tuning, development, testing and project management in various large-scale high profile projects for clients in retail and banking utilizing SOA, BEA products (Weblogic Integration, Portal, Liquid data), XML and Oracle XDB. He designed and developed TIBCO Adapter for Weblogic and Oracle AQ adapter for Weblogic. He also participated in BEA EAI architecture group as Asia Pacific representative to define the best practice for BEA SOA guideline.

Prior to BEA, Chi was the lead EAI architect and development manager for Reliant Resource in Houston. He was responsible for EAI infrastructure design, development and operation. He has built, mentored and managed an integration team of with 7 employees and up to 20 contractors. He architected and developed a dynamic, highly reliable and maintainable EAI solution to integrate SAP, Siebel, LodeStar, Mass Marketing Analytical System, Energy Supply, e-Bill, external Credit checks and interface to ERCOT utilizing SOA, TIBCO Integration manager, Hawk, SDK adapters, SAP adapters, ADB, IC, Portal Builder and XML/XSL technology. The concept of decoupling business logic from data with real time event model and state machine like generic component architecture has proven to be very effective and extremely easy to maintain. The system handles million of transactions weekly for years without down time and data loss even with interface schema and mapping requirement changes. He also designed and developed an end to end Business Process Monitoring system using TIBCO products and Oracle XDB.

Prior to Reliant, Chi was a member an elite Global Architect team in TIBCO Software as a senior architect. He was responsible for system design review and critical issues resolution for customs located in upper mid-west region. He has involved in the preliminary design of TIBCO Oracle ERP adapter with the product team, and provided technical leadership in various pre-sales and post-sales integration projects. He has led development team to resolve technical issues for customs. He has designed and developed proof of concepts including Siebel CRM and Oracle ERP integration, Real time XML data feed with Portal builder, XSL template and generic XML applet.

Prior to TIBCO Software, Chi was a co-founder and chief engineer of a startup software company called Envoc that specialize in providing real time integration solutions with XML technology for e-commerce. He architected and developed a BPEL like language along with the generic distributed transaction engine to provide a highly configurable, scalable and flexible solution for business process management and transaction handling. The infrastructure utilizes SOA, XML/XSL, MOM, and COM/DCOM. He also managed and mentored a development team of up to 7 members.

Prior to Envoc, Chi was the technical lead of EAI team for Dynegy in Houston leading and mentoring a group of up to 9 people to design and develop real time integration solutions for energy trading and management between front, mid and back offices using TIBCO, XML, Java, C++, PLSQL and COM technology. He architected and developed the integration framework with Business Activity Monitoring (Obtained Dynegy invention award), Generic Adapter framework including ODBC, File, HTTP, Peoplesoft and Translator prior to TIBCO providing products such as ADB, File Adapter, SDK, PeopleSoft adapter and message broker.

Prior to Dynegy, Chi was the technical lead and lead DBA for Lockheed Martin Space information system in Clear Lake, TX. He led a development team and DBA team for designing and developing integration solutions for emergency control center of NASA and real time traffic control centers in Houston and Fort Worth for TXDOT. The integration solutions utilize distributed n-tiers architecture and RDBMS with PLSQL, PROC, DBMS-ALERT, RPC, name pipe and socket as middleware. UNIX C++ was used for building the services for backend controller and VC++ with Windows foundation class was used for front end GUI. Chi was the lead Oracle and Sybase DBA for various project involving OLTP and OLAP design.

Prior to Lockheed Martin, Chi was a team lead and Oracle DBA with Andrew Corporation in Minneapolis. He designed and developed the integration solution for licensing, registration and unclaimed property systems for the Minnesota Department of Commerce with distributed client-server approach utilizing Oracle, PROC, PLSQL, ODBC, Acess and Crystal report. He was responsible for requirement gathering, database modeling design, database design, interface design, implementation, user training, DBA and performance tuning.

Prior to Andrew, Chi was the Oracle DBA and Research Assistant for Center of Transportation Studies at University of Minnesota. He designed and developed an integrated traffic management and simulation system with Oracle, PROC, PLSQL, C++ and C (20K+ LOC). He designed and developed multi-dimensional time serious database using C and assemble for storing traffic data in large volume.

Chi has M.Sc. and B.Comp.Sci degrees in Computer Science as well as M.Sc in Civil Engineering from the University of Minnesota, Minneapolis. As a major part of his graduate education, he was working on VLDB and integration related research topics.
